As many surmised, this was an April Fools Prank perpetrated by those guys at the A.R.L.L. (Amateur Radio Licensed Lunatics)
 
Below is the email that also went out...
 
Proposed Pave/Paws Radar Site to "take-out" East TN 2 meter/440 repeaters...
 
All 440 repeaters and most 2 meter repeaters in the upper East Tennessee area to possibly be taken off the air due to new Air Force Missile Defense System geared to protect Oak Ridge and Neyland Stadium
